Indeed, it was another botched effort in that "war on terror" that led to the rise of the Islamic Courts in the first place. The courts had existed in Mogadishu since 1994, their influence waxing and waning but never successfully challenging the greater power of local warlords. A gradual resurgence that began in 2003 brought some degree of peace and security to Mogadishu residents, but soon led to increased CIA attention, particularly since Somalia had been considered for invasion post-September 11.|

Since 1991, Somalia has essentially been a collapsed state. The social costs of war have been enormous, leaving Somalia with some of the lowest human development indicators in the world. In 2011 and 2012, the worst drought that East Africa has seen in 60 years led to famine in southern Somalia, uprooting thousands of families and putting millions at severe risk. Food security has improved, largely driven by humanitarian assistance.|
The "anarchy" in Somalia is, to my knowledge, hardly comparable to the type envisioned by Rothbard of Friedman. It has no ruling government, although there is one technically in existence which is backed by the UN, and I believe that various tribes and tribal courts prevail as the de facto authority in the "country". Interestingly enough, though, on certain social welfare indicators it is appraised more highly than surrounding countries in Africa.|
The most affected areas of Somalia are in the south, particularly the region of Lower Shabelle, Middle and Lower Juba, Bay, Bakool, Benadir, Gedo and Hiraan, which host an estimated 310,000 acutely malnourished children. In southern Bakool and Lower Shabelle today, acute malnutrition rates exceed 30 per cent, with under-five deaths exceeding 6 per 10,000 per day in some areas.|
